Conlin claims his civil rights where infringed upon when the City of Des Moines required the replacement of his aluminum windows with wood. This requirement was viewed as unconstitutional and a violation of the 5th Amendment. The defendants filed motions to dismiss for lack of a claim and jurisdiction.
