Rayna Stephan tells jurors a driver high on methamphetamines, and nothe the City of San Diego, is responsible for the crash that paralyzed Juan Carlos Vinolo as he was cycling along a San Diego city park road. Vinolo argues that the City is responsible because it did not properly maintain the area along the road, creating a dangerous, blind spot in a curve, which he says ultimately caused the crash.
